Surveillance of the public using CCTV is common in many areas around the world. In recent years, the use of body worn video cameras has been introduced as a new form of surveillance, often used in law enforcement, with cameras located on a police officer's chest or head.[5] Video surveillance has generated significant debate about balancing its use with individuals' right to privacy even when in public.[6][7]
Cameras that are mounted on a fixed stand require the reading material to be placed under the camera and moved across and down the page. To make the process of viewing easier, a table that is movable from the top of the page to the bottom and side to side (referred to as an xy table) is used with most stand-mounted cameras. Stand-mounted cameras are particularly effective for handwriting because a hand can fit under the camera.
A more open question is whether most CCTV is cost-effective. While low-quality domestic kits are cheap the professional installation and maintenance of high definition CCTV is expensive.[35] Gill and Spriggs did a Cost-effectiveness analysis (CEA) of CCTV in crime prevention that showed little monetary saving with the installation of CCTV as most of the crimes prevented resulted in little monetary loss.[36] Critics however noted that benefits of non-monetary value cannot be captured in a traditional Cost Effectiveness Analysis and were omitted from their study.[36] A 2008 Report by UK Police Chiefs concluded that only 3% of crimes were solved by CCTV.[37] In London, a Metropolitan Police report showed that in 2008 only one crime was solved per 1000 cameras.[38] In some cases CCTV cameras have become a target of attacks themselves.[39]
In 2011, new CCTV head Zhanfan "was found to have proclaimed in July [or January,[53] both before the CCTV appointment in November] that journalists’ foremost responsibility is to 'be a good mouthpiece'"[54] (当好喉舌工具). Internet posts of the comment blossomed after the appointment, one "juxtapos[ing] CCTV’s ... Xinwen Lianbo (新闻联播) and photos of Chinese crowds waving red flags with black-and-white images from Nazi-era Germany". Comparisons with the Nazi propaganda chief Joseph Goebbels (gepei’er (戈培尔)) also spread. Official media coverage of the Zhanfan's presentation focused on his call to avoid "fake news and false reports (失实报道)" but also incorporated the "mouthpiece" comment.[53]
Criminals may use surveillance cameras to monitor the public. For example, a hidden camera at an ATM can capture people's PINs as they are entered, without their knowledge. The devices are small enough not to be noticed, and are placed where they can monitor the keypad of the machine as people enter their PINs. Images may be transmitted wirelessly to the criminal. Even lawful surveillance cameras sometimes have their data go into the hands of people who have no legal right to receive it.[51]

In Sweden, the use of CCTV in public spaces is nationally regulated; requiring permits for any operator (incl. Swedish Police Authority) to install CCTV in public spaces. In an opinion poll commissioned by Lund University in August 2017, the general public of Sweden were asked to choose one measure that would ensure their need for privacy when subject to CCTV-operation in public spaces. 43% favored regulation in the form of clear routines for managing, storing and distributing image material generated from surveillance cameras, 39% favored regulation in the form of clear signage informing that camera surveillance in public spaces is present, 2% favored regulation in the form of having permits restricting the use of surveillance cameras during certain times of day/week, 10% favored regulation in the form of having restrictive policies for issuing permits for surveillance cameras in public spaces. 6% were unsure or did not know.[107]

Another way to store recordings on a non-analogue media is through the use of a digital video recorder (DVR). Such a device is similar in functionality to a PC with a capture card and appropriate video recording software. I received this system and used it for about a week, the upgraded product is indeed better. Just as the seller indicated, H.265 NVR kit is better than that of H. 264 NVR kit. Its high definition is very helpful. The only thing is that I don't know whether it can store up to 30 days of data, and hope that it really can store 30 days of data as the seller has promised. Unfortunately I purchased 4 cameras that look just like these, thinking I was going to save $14.00 per camera for the same camera. Boy was I wrong!! These cameras are true 1080p and work perfectly right out of the box. They are well aligned and focused. The clarity is really great. Night vision is true 1080p at around 40ft, but still can see pretty good after that. These cameras are what you need to buy, and don't go cheap.

Purchased unit in the fall of last 2016. Worked as advertised right out of the box. The smartphone app was not as user friendly as it should have been, figured it out. A month later, once it began to rain, one of the three cameras mounted outside on garage, under eve, and side of roofline to monitor the side of the house had water inside the lens. The other cam mounted unde the eve of the house began to show a snowy picture. Customer service response was quick. I returned the defective cams and they sent out replacements. Unfortunately, the instructions were vague and the replacement cams were a different model from the original two, so the power supply didn't work. They sent out replacement power supply's, but they too didn't work. I sent back the replacement cams and power cords. They sent me new cams and power cords ... full review

CCTV (中央电视台) broadcast its first program on 2 September 1958. Due to increasing demands, it soon launched its second channel in 1963 and third channel in 1969, followed by the first simultaneous satellite broadcasts nationwide in 1972. Starting from 1 May 1973, Peking Television began broadcasting experimentally in color on its second channel every Tuesday, Thursday, and Saturday using the PAL-D system, and fully converted to color broadcasting by 1977. The network changed its name to CCTV on 1 May 1978.[3]
