Originally designed in the mid-20th century for use on sensitive, top-secret government projects, CCTV has come a long way since the days of primitive television cameras, bulky cathode-ray monitors, and clunky magnetic storage media. Thanks to advances in digital technology—including wireless transmission, refined digital optics, sophisticated software, and unprecedented digital storage options—modern CCTV systems bear little resemblance to those early systems. Forget about choppy black-and-white, low-resolution images, and limited (if any) storage, retrieval, and review capabilities. Today’s CCTV surveillance systems are sleek, robust, highly detailed, and eminently useful. Modern CCTV systems may be as simple as two IP cameras broadcasting their feeds over your home or business wireless network. Early systems made use of old analog magnetic tape technology (VCRs) to store limited segments of surveillance footage, for a limited time. Resolution was typically poor, meaning there was little detail. And frame rates were low, meaning that a person moving through a given frame would appear to lurch and skip. While you might have been able to see a burglar attempting to break in, upon review of the footage you would have been unable to identify his facial features. Since these cameras typically featured black-and-white capability, you wouldn’t even have been able to tell what color shirt your would-be burglar was wearing.

Purchased unit in the fall of last 2016. Worked as advertised right out of the box. The smartphone app was not as user friendly as it should have been, figured it out. A month later, once it began to rain, one of the three cameras mounted outside on garage, under eve, and side of roofline to monitor the side of the house had water inside the lens. The other cam mounted unde the eve of the house began to show a snowy picture. Customer service response was quick. I returned the defective cams and they sent out replacements. Unfortunately, the instructions were vague and the replacement cams were a different model from the original two, so the power supply didn't work. They sent out replacement power supply's, but they too didn't work. I sent back the replacement cams and power cords. They sent me new cams and power cords ... full review
China Central Television falls under the supervision of the State Administration of Radio, Film, and Television which is in turn subordinate to the State Council of the People's Republic of China. A Vice Minister of the state council serves as chairman of CCTV. The organisation has relationships with regional television stations run by local governments, which must reserve up to two channels for the national broadcaster.[10]
It has been argued that problems of selection bias and endogeneity can be addressed by stronger research designs such as randomized controlled trials and natural experiments. A 2017 review published in Journal of Scandinavian Studies in Criminology and Crime Prevention compiles seven studies that use such research designs. The studies included in the review found that CCTV reduced crime by 24-28% in public streets and urban subway stations. It also found that CCTV could decrease unruly behaviour in football stadiums and theft in supermarkets/mass merchant stores. However, there was no evidence of CCTV having desirable effects in parking facilities or suburban subway stations. Furthermore, the review indicates that CCTV is more effective in preventing property crimes than in violent crimes.[30]
IP-based cameras carry out the same function as analog ones, but with a host of extra capabilities. IP cameras typically offer better images with higher resolution and more flexibility, allowing users to e-mail video images for consultation. In a large organization with many facilities, insurance companies often prefer, and in some cases demand, IP systems.
VCA can track people on a map by calculating their position from the images. It is then possible to link many cameras and track a person through an entire building or area. This can allow a person to be followed without having to analyze many hours of film. Currently the cameras have difficulty identifying individuals from video alone, but if connected to a key-card system, identities can be established and displayed as a tag over their heads on the video.[citation needed]

While low-quality domestic kits are cheap the professional installation and maintenance of high definition CCTV is expensive.[35] Gill and Spriggs did a Cost-effectiveness analysis (CEA) of CCTV in crime prevention that showed little monetary saving with the installation of CCTV as most of the crimes prevented resulted in little monetary loss.[36] Critics however noted that benefits of non-monetary value cannot be captured in a traditional Cost Effectiveness Analysis and were omitted from their study.[36] A 2008 Report by UK Police Chiefs concluded that only 3% of crimes were solved by CCTV.[37] In London, a Metropolitan Police report showed that in 2008 only one crime was solved per 1000 cameras.[38] In some cases CCTV cameras have become a target of attacks themselves.[39]
